Queensland Health is consulting with employees covered by the proposed Visiting Medical Officer Employees’ (Queensland Health) Certified Agreement (No. 2) 2026 (VMO2).
The consultation period provides an opportunity for visiting medical officers (VMOs) to learn more about their proposed VMO2 agreement before they vote on it.
Consultation runs from Friday 31 July to Sunday 16 August 2026.

Key features of VMO2
VMO2 proposes a minimum 8.5% wage increase (up to a maximum of 10.5%) over the life of the agreement, in line with the Public Sector Wages Policy, with backpay to 1 July 2026.
The agreement also offers a one-off 3% increase to Professional Development Allowance rates and expansion of a Clinical Managers Allowance and Medical Managers Allowance for eligible VMOs.

Next steps – employee ballot
Following consultation, employees will be asked to vote on the proposed agreement in the employee ballot.
The ballot will open at 8am, Monday 17 August and close at 5pm, Sunday 23 August 2026. It will be open to employees covered by the agreement only.
Employees can submit their confidential vote online, by text message (SMS), or telephone.
Voting instructions will be sent from an independent provider, GoVote, via email and SMS.

Certification
If a valid majority of employees approves the proposed VMO2 agreement, Queensland Health will apply for the agreement to be certified in the Queensland Industrial Relations Commission (QIRC).
It is proposed that once certified by the QIRC, the proposed agreement will replace the current Visiting Medical Officer Employees’ (Queensland Health) Certified Agreement (No. 1) 2023 (VMO1).
