The Queensland Industrial Relations Commission (QIRC) has certified the Medical Officers (Queensland Health) Certified Agreement (No.7) 2025 [PDF 987 KB] (MOCA7).
The new agreement operates from 29 October 2025.
Queensland Health is working to implement the terms and conditions of MOCA7 as quickly as practicable. Employees received their first-year 3% wage increase and backpay on 3 December 2025.
What’s included in MOCA7
The new agreement provides an 8% increase to wages and the following allowances over the life of the agreement:
- Professional Development Allowance for Resident Medical Officers
- Vocational Training Subsidy for Resident Medical Officers
- Clinical Manager’s Allowance
- Medical Manager’s Allowance
- Medical Superintendent’s Allowance.
It also includes:
- Back payment of the first pay and allowance increase from 1 July 2025.
- Increased Resident Medical Officer Night Shift Allowance from 15% to 20% from certification.
- A 3% increase to Senior Medical Officer Professional Development Allowance from certification.
- Introduction of a new Career Medical Officer classification structure from 1 July 2026.
- An increased Senior Medical Officer Attraction and Retention Allowance for Rural Generalists from 1 July 2026.
- An increase to the Senior Medical Officer Attraction and Retention Allowance for GPs with FRACGP or FACRRM from 35% to 40% of base salary from 1 July 2026.
- Medical Practitioners with Private Practice in regional and remote communities will receive the Regional and Rural Attraction Allowance from 1 January 2026.
