The Queensland Industrial Relations Commission (QIRC) has certified the Nurses and Midwives (Queensland Health and Department of Education) Certified Agreement (EB12) 2025 [PDF 1375 KB] (NMEB12).
The new agreement operates from 29 October 2025.
Queensland Health is working to implement the terms and conditions of NMEB12 as quickly as practicable. Employees received their first-year 3% wage increase and backpay on 17 December 2025.
What’s included in NMEB12
The new agreement provides an overall 11% wage increase over the life of the agreement:
- 3% in the first year, backdated to 1 April 2025
- 2.5% in the second year, from 1 April 2026
- 2.5% in the third year, from 1 April 2027
- 3% Government Election Commitment (GEC) increase in the third year, from 1 December 2027.
Key features of the proposed agreement include:
- A new Endorsed Midwifery Allowance.
- A new allowance for Nurse/Midwife Unit Managers.
- Double time rates for overtime for all Nurse Grades 2 to 9 employees who work shift work.
- Expansion of Remote Area Nursing Incentive Package (RANIP) sites to support our remote nurses and midwives.
- RANIP annual isolation bonuses to be indexed in line with wage increases.
- A new qualification allowance for Enrolled Nurses.
- Introduction of a new Nurse Grade 5.8 pay point.
- Removal of the Nurse Grade 6 Band 1 pay point 1, resulting in employees at this pay point receiving an uplift to pay point 2 automatically. With this change, pay point 2 will become the base wage for this classification (and becomes the new pay point 1).
